The challenge
Energy utilities produce customer documents at high volumes. Annual and instalment bills are generated automatically by billing systems, each with individual consumption figures, instalment payments and tables. No two documents are identical, although their underlying structure repeats from bill to bill.
This is why manual remediation fails: it ties up specialists for every document and is neither practical nor economically viable for recurring monthly billing and mailing runs. Accessibility must become an automated step in the existing process.
The German Accessibility Strengthening Act (BFSG) has applied since 28 June 2025: energy supply contracts offered to consumers electronically must be accessible, including the documents provided with them; contracts managed through customer portals may also be covered. Publicly or municipally owned utilities may additionally be subject to the BGG or corresponding state equality legislation and to BITV 2.0 or equivalent state regulations. Legal framework
- BFSG / European Accessibility Act
- The German Accessibility Strengthening Act (BFSG) implements the European Accessibility Act (EAA) in German law and has applied since 28 June 2025. It covers consumer e-commerce services, including electricity, gas and heat supply contracts concluded online; contracts managed through a customer portal may also be covered. Documents that form part of the service, such as invoices, price sheets and contract documents, must be accessible.

- Technical requirements are defined by the European standard EN 301 549, WCAG 2.2 and the PDF standard PDF/UA-2. Accessful audits and remediates against these standards and provides an audit-ready report for every document as evidence for audits and internal controls.
- BGG and BITV 2.0 in the public sector
- Many municipal utilities are publicly or municipally owned. Where they qualify as public-sector bodies, they are governed not only by Directive (EU) 2016/2102 but also by the BGG at federal level or corresponding state equality legislation, as well as BITV 2.0 or equivalent state regulations. Embedded documents such as PDFs must therefore also be accessible, independently of the BFSG.

Frequently asked questions about energy utilities
Can Accessful handle complete invoice runs where each invoice contains individual values?

Do we need to change our billing or output management system?

Does the BFSG apply to every energy utility?
No. The BFSG does not apply indiscriminately to every energy utility. It covers services offered to consumers electronically, such as supply contracts concluded online or services delivered through a customer portal. Purely business-to-business relationships with industrial and commercial customers are outside its scope. BITV 2.0 may also apply to municipally owned utilities. Does remediation change amounts, consumption figures or the appearance of an invoice?
No. Accessful adds only the structural layer: tags, reading order and alt text. Amounts, consumption figures and layout remain unchanged, so the remediated invoice looks exactly like the original.
How is consumption and customer data protected during processing?
